I ended up not going with the packout system for now. I did a lot of research into it, you can get 16ga metal base plates on ebay, just search miluakee packout base. I took a lot of measurements and everything should fit under a tonneau cover, even the single thick organizers with molded handle...
I use various quickfist mounts for most of the gear I have on the panels. I also installed some nutserts into ammo cans and bolted them onto the panel to make some tool boxes.
I've been playing around with the Milwaukee packout system and a mounting plate but haven't found a setup I like with this.

Front panel uses existing mounting points. The side panels use the trail rail mounting points and require 3 nurserts drilled and installed. I ran them for a few days with out drilling and found it's necessary to keep them from rattling.
813 has a very valid point about the bed lights. Had I realized it before making my purchase of the rough country panels I'd have done things differently. Now that I had all my gear mounted on the panels the lights are pretty useless. I am installing the oracle bed light strips to take care of this.
Ive posted this elsewhere, Rough Country MOLLE panels. I've bolted a second ammo can up to move the toolkit into and my quickfists arrived today so more organization this weekend! I did not like drilling into my bed for these, it is necessary for them to be stable.
