Finally got around to installing L-tracks and a Dometic hardwire kit onto my Goose Gear seat delete. Running the wiring from the battery, through the firewall (via gasket on the driver's side), and to the back seat was super easy.

Wow, that's odd with the flapping sound. I have a Leitner rack with the FSR Odyssey, which like the EVO, has no hard cover on the bottom. Except for some MPG loss, I don't notice it's there. I can't think of anything it could be except that small piece you reference.
