I was in a similar situation as you and wanted the shorter or more stream-lined rack. I decided I was wrong and ordered a full height rack.
I took a gamble and ordered a full-size JCR rack and I couldn't be happier after using it for 6 months.

Lay a blanket in the back for the pooch and you can sleep in the front and if weather permitting, camp it out. Another option is maybe rent a camper for a month or two? Not sure on your budget and if that is viable, just it is an option.

So here is my solution;
I went to my local Fleet Farm and purchased 4’ Aluminum square tubing. They’re about 1.25” high. I then mounted these, with 1“ steel spacers to my JCR Full Height Rack. This gives me a 2.25” lift to my JCR Full Rack, giving me just enough space to clear the cab...
