What you are describing is called a turbo timer and keeps you engine running for X amount of time after you "shut down". Normally they have settings to change how long it runs. For your second question - I don't see why not. I doubt the 5-10 seconds it would take to jump out and start it again...

From what I understand so far is that you will be issued a temporary PA registration that will last 90 days. You will need to just figure out the insurance side of things. Tax and registration will be handled in your own state when you go to title it through your state DMV.
