Tried it: When you use the cable it will use the wired connection over the Bluetooth. So, if you're using it wired it doesn't connect on the wireless.
I have the AC in the back and it's very convenient for running fridge and other tools on the road. If you're going for it get all the options possible.
It doesn't have the Aux Switches inside, also the 110 power converter in the tailgate too. I would keep looking for something in better condition and with all the features you want.
You might try forgetting device Uconnect on your phone and re-pair it.

It replaces the original jumper, follow it from the pump to the driver side fender. Black one goes to the fender side, the one with yellow tape to top of pump and the grey one to the washer reservoir. Hard to get to. If you have thin arms its much easier.
On short trips around it's 16.9, Daily work freeway trip 17.6 with moderate traffic, long trips open highway 18.03 my best. From Katy to north of San Antonio.
I would think the problem is not at the actuator, have you pulled it out and tested it and if there is any current while its being opened or locked on the wire. Check the wiring...
My guess would be Jeep rotors are larger in the rear to accommodate the vehicle's weight distribution enhancing braking performance, especially for off-road conditions
