Just because a tire is E rated doesn't necessarily make it stiff. The stiffness can vary based on the tire and/or manufacturer and, as seen in the video, even 2 of the 'same' tire but different sizes can have different stiffness.

That's great, but not true at all. Just because it's on the interweb doesn't make it fact.
I can tell you from first-hand experience that the lower offset is 100% not needed for shock clearance.
The Mojave does not need any extra clearance for the shocks. I can only assume that the different offset was to increase track width.
I run JL Rubicon wheels & tires on my Mojave in the winter, and there is still plenty of clearance to the shocks.
I'm running the Mopar "CAI" with the factory air filter for exactly that reason - I've never liked the 'high-flow' type filters (either oiled or dry).
A couple of my car guy buddies have actually commented on how nice it sounds when I get on it a little.
