The only thing that finally worked for me was going into the "Lights conversion US<->EURO & LED" section and setting the left and right rear turn lamp diagnostic pin to "Deactivated". Hit Go, waited for confirmation, hit the blinker, waited and about 20 seconds later the dash message and fast...
Interesting. All 4 set to deactivated and ECU restarted. On start the turn signal error message is gone. Turn on blinker and ~20 seconds later there is a chime and message returns.

Yikes, $265 estimated flat rate shipping for $62 worth of metal. You can buy a set of adjustable ones with free shipping for that combined price and have a bit more flexibility. Unless @AllMoparParts.com has some trick to share on how to get a better shipping rate.
Here is the bit that seems to cause the issue from the VA code on Permissible lighting 19VAC30-70-200. And "subsection A" just mentions a bunch of stuff that include the words "approved" which seems to mean it has to be DOT/SAE. I think the dealership is just being a bit of a pain in the a$$...
@am1978 They basically told me that I don't even have to have reverse lights, but if I have the lights they must have the DOT / SAE stamps to be street legal. They said there was almost 0% chance I would ever be pulled over for lights, but at inspection time they look closely at added lights...
Not sure anyone else has had this problem, but my vehicle just failed Virginia State safety inspection because the lights are not DOT/SAE approved. Guess I'll be switching back so I can get the rejection sticker removed from my windshield.
I had a 21" antenna and decided to test my luck at putting it behind the passenger grab handle. The few FM stations I tested were fine but I generally use XM.
Thanks for the write up. It was very useful in helping me remove and relocate the antenna so I could install a second BadgeGlow and make things uniform.
