A/C + Recirculate button behavior

Is it normal for the recirculate button to ALWAYS turn then A/C system on?
This happens under any and all situations regardless of past settings.
Truck running climate control off (fan off) push recir button from control center not the touch screen,
and BOTH A/C + Recirculate LED's come on fan goes to speed #1. Touch screen confirms the settings.
This is the first Jeep for me but doesn't seem normal. What have I missed?

That’s to help keep the moisture down while all closed up in a small space from the moisture in you and your passengers breath. Just like when you blow onto the glass and moisture settles for a moment. That’s to try and keep the windows from fogging up. Same when you put the defrost on, plus a good reason to open the recycling air vent occasionally to dehumidify the cabin.
