I am assuming you have only tested with the vehicle in park. Do you have a helper and try ringing it out while in drive?
I had fits with a back up camera install on a manual transmission 2018 JK. IF the parking brake was set, the camera would not activate and of course I was doing all of my testing with the brake set.
"ringing out" was testing that the pigtail wires all went to the correct pin location on the plug.
Once I was satisfied that the pigtail wasn't defective I could then confidently use it to test if the DRL pin was hot by simply hooking that wire on the pigtail to my meter. Which was sitting on the LH fender where I could see it as I started the truck and put it in drive with brakes set.
