Bumper Replacement Help (torque specs?)

Hey guys, I’m replacing my stock sport bumper because it was backed into the other day…
I bought a take-off, and I'm in the process of replacing it.

When bolting the bumper back onto the frame, do I have to tighten the nuts down to certain specs? Hand tighten?

(noob question, but I don’t want my bumper flying off. So, figured I’d ask.)

66 ft-lbs is like 1.5-1.75 ugga-duggas. Hand tight is not good
