As shown above there are 2 or 3 bumpers that can. The hooks on the factory setup are the mounting point of the front bumper to the frame, so most aftermarket companies aren't going to built their product around them. Why restrict you own design parameter to a less than perfect OEM design?
An open ended hook is far less safe than a closed loop like a shackle. Bouncing/ Hopping sudden slack in the line can all result in a line flying through the air with a lot of force ( see all the videos of broken back windows and windshield on YouTube, and imagine thats your spotter in its place) There is a reason we use winch line blankets.
You can see this in action as every winch hook except the one they come with is enclosed if only with a locking flap.
