Decked D-box tote versus ???

I'm looking for a water proof tote of some sort that will fit under a bed cover to hold misc gear. (Jump pack, tow strap, tools, first aid, etc, etc) I wish the D-box was a little taller, as I need it to also act as a step when loading my dirt bike using a ramp. Anybody have any recommendations?

Fits under bed cover, 2 of them can sit side by side between wheel wells. Each has an internal tote tray and vertical tool storage. All of that can be removed if wanted.
