Picture might be from the hail storm that rolled through on Saturday the 12th, got pretty crazy in the East Mountains during the storm. Picture looks like the east bound lane between Sedillo Hill and Edgewood

That makes sense - we've had hail that piled up like snow - but then it was gone 30 minutes later. You would have to catch the picture fast.
Hail makes sense. and there's a lot of water in the median and other places, the grass looks green.
