I've been getting a error message saying that the left rear turn signal is out but when I check them they are all working fine. Is this a ecm issue or is there something else I should be checking.

You have incandescent rear lights? I have seen situations where the filament of light bulb with break on one end and will bounce when driving and break the circuit giving the error code and when stopped, make contact and seem fine.

LED bulbs. I replaced all of the incandescent with LED. A dealer told me that I would have to get a update from Jeep but tried that and was then told my jeep wouldn't let them finish the download. Find another dealership?

Did you change the settings in the BCM with a tool like JScan or similar to look for the LED bulbs? That will adjust the volt and amperage settings the BCM would be sending and expecting. Even then, that is really for swapping in factory or equivalent LED taillight assemblies. May still need to put in load resistors.

Could also do some "Swaptronics" troubleshooting and swap the LED bulbs from left to right and see if the problem travels.

JSCAN is software. You'll run it on your phone or a tablet.
You will also need a bluetooth adapter and a security gateway bypass cable.

I had a similar issue when I changed out my incandescent turn signal assembly for a led model. I used the Tazer mini and change the setting to led. Worked like a charm.

Jscan will do it I did mine worked perfect was easier then using Tazer as it wanted to do all lights Jscan let me pic each system.
However, if you already have a tazer you won't need the security bypass cable (tazer acts as a gateway bypass) the bluetooth adapter can be plugged directly in the OBD 2 port and jscan can be used while the tazer is plugged in
highlighted to clarify you need either the Bypass cable or a tazer
