Just bought a 2021 Gladiator rubicon. It has halo, I'm guessing that's what they are called, rings around the fog light. One is red and one amber. They stay on with the running lights. The red one will blink amber when you turn on the blinker. I down loaded an app to control the colors but it only works the halo ring around the head lamps. Any ideas why they are running two different color? How to turn them off completely? Im not familiar with how to run lights, wiring, etc. Any direction on this would be appreciated.

This is some aftermarket stuff. Either the fogs have their own app or there is some means of setting color (something like interrupting the 12 volt supply to them to cycle). Chances are the accent light is a 3rd wire tapped into something on the main truck harness. If you cut that off, the halo will be out.

Being that it's not stock (No Jeep comes that way) - best to know what lights were installed then to go that company site and get their installation instructions and see what's going on. Anything else will be mostly guess-work.
To stay on with the daytime running lights it means a connection to those, and for the turn signals, there would need to be a connection to each turn signal at some point.
If you have an app, then you know what lights someone installed. Next step is to see what they messed up. It's just going to take some digging around, even pulling back the fender liner or digging into the headlight wiring.

Best to get it fixed as red up front is illegal.
