The entire top of the vehicle is fiberglass and transparent to RF. You could hide the pass anywhere in the roof or for that matter anywhere above door line inside the vehicle and it should work fine.
Trouble with this in some instances is the tollgate detects the vehicle before the transponder gets in range. That's why all mounting options provided are as far-forward as they can reasonably make them. If you put it on the roll bar or something similar, it can in some cases be too far backwards to register in time. These things are split-second.
