Is this noise from steering normal?

Today I noticed when turning the wheel that my steering makes a sound as though air is escaping and it changes depending on the position of the wheel. This may be a stupid question, but is this normal? I'm used to whining sounds from electric assisted steering pumps, but this seemed weird to me. Here's a video.
