add a washer to the steering stop stud and you won’t have this issue.
The guy I bought the wheels and tires from told me that little trick. Good info to pass on.

Dont use spacers, IMO, its a hack solution. A leveling kit like Teraflex and wheels with
0 to Negative offset will accomplish your goal. Rubicon stock wheels are +44 offset, so any offset lower than that will gradually move your wheels out. I have a Mojave and the previous owner was "that guy" and just put 35s on the stock wheels and called it a day. Mojave is the only stock wheels thay are +37 and the 35-12.5-17 Toyo MTs stick out some. Im eventually going with Method 703 and 0 offset on 37s and 3 inch lift and all the upgrades that come with that rabbit hole.

2023 rubicon with a 1” teraflex leveling kit and 35/12.50/17 Mickey Thompson Baja Boss A/T’s on raceline -12 offset wheels. I’d prefer to have 0 offset but there isn’t a lot of difference in 0 and -12 so for the deal I got on the wheels I’ll live with it. I’m hoping when I get the bumper and winch mounted I don’t wish I had went with the 1.5” leveling kit but I did NOT want the front higher than the rear.

This doesn't help if you are married to the "it's got 35s" idea, but several tire manufacturers make an LT305/70 R17 size in MT or aggressive RT treads that work out to ~34 x ~12. They will work on your stock wheels, are not as heavy as 35x12.5s, shouldn't throw rocks for the most part, and accomplish most of what it seems you are hoping to do.

p.s. I have not leveled mine yet, because I pull a fairly heavy 16-foot box trailer with it. I plan to level it with a Teraflex kit and add airbags in the back to avoid looking like a 22-year-old tool with a trust fund every time I hook up the trailer. I ended up going with the LT295/70R17 in Goodyear Wrangler R/Ts and love 'em.
