Leaking Front Shock - Maximum Care Warranty coverage

I purchased a 2021 Jeep Gladiator Mojave last year and it came with a Certified Pre-Owned Limited Warranty, I upgraded that to include the Certified Pre-Owned Maximum Care coverage. Recently my left front shock started leaking oil at the reservoir, Jeep is only at 37,500 miles so it was past the original 36k warranty and being covered under the Maximum Care warranty Dealership is replacing only the left shock and declining to replace the front shocks as a pair claiming the warranty will decline the right shock replacement since its not leaking. I contacted warranty customer service and they stated that if a front shock needs replacement then they would approve replacing it as a pair. So far Dealership is still declining to replace both shocks, from all my years experiencing service/repairs on vehicles I've always understood that shocks need to be replaced in pairs. What are the issues with only replacing 1 shock while the other has 37k miles on it?

Additional information is that less than a year ago, one of the rear shocks had creaking issues while I was still covered under the 36mo/36k mile bumper-to-bumper warranty. Without question, the dealership replaced both rear shocks and springs saying that replacing only 1 wasn't advisable.
