I picked up a set of Mopar LED headlights and I went to adjust the headlight beam and ran into an issue with the adjuster. I I can raise the beam but I can’t lower the beam to the desired level. Both screws spin but it just won’t lower the beam enough to where I won’t get flashed every time when driving at night. Please help.

I'm getting flashed with my stock halogens... It was happening before I lifted it. Now they are 3 inches higher and getting blinded by everybody gets old

My factory LED's were aimed too high after the 2 inch lift and 37's so I adjusted them down as many U tube info say with a screw driver. Did not remove them from the JT. All is good now. The picture doesn't look like mine.

Looks to me like someone has messed up your adjuster(s).
There's supposed to be another beveled gear in there so that you can adjust the beam height from above.
