Looking for Feedback on Shorty/Aftermarket Fenders & Inner Liners

My Jeep started life on a 3.5" MetalCloak Gamechanger lift, running 37x12.50 Ridge Grapplers on 17x9 rims with -12 offset. I recently swapped out to 38x13.50 Patagonia MT02's on some 17x9 beadlocks with -12 offset. As one would expect, I'll need to run a high-clearance inner fender liners and possibly some shorty fenders. It looks like that at full lock turn and fully compressed the tire will just barely kiss the front fender, but it definitely contacts the inner fender liner. Option B would be to extend my bump-stops. I sure would hate to lose flex/travel, so I'm in the market for some inner fender liners and fenders.
As always, I lean on past experiences and feedback of ya'll, so any input is always appreciated.

Steel or Aluminum?

I run a hooke flat outer fender and same brand inner fenders I would like to get you a good picture but can't get it load it is on my profile picture if you can see. I have tons of room for wheel travel

I have a similar set-up running 38s but on an AEV 2.5" lift (with plenty of supporting mods). I didn't want to loose the flexibility of being able to push a rock against plastic fender so I've ruled out metal fenders for now. I gutted the stock liners and replaced them with paramount/rugged ridge plastic inner liners. This keeps a stock look but removes the upper portion of the liner (it only covers the engine bay/box opening). At full bumpstop I was still kissing the inside of the front fender so I ended up putting a .5" spacer up front (still retain 3/8"-1/2" rake).

After re-reading your post one difference that may effect your outcome is that I am running a +25mm offset.
