Exactly what I used a couple of weeks ago when I did this install....for torque wrench I just went to autozone and borrowed theirs and set the torque in their parking lot. Pretty easy install though if you take your time.I just removed my factory non-receiver yesterday and replaced with the Mopar Class IV receiver. The bolts that attached that to the frame appeared to be the exact same ones that came with my new receiver. I managed to lose one of the shorter ones and needed to reuse 1 of them.
If doing it yourself, I suggest propping up the new receiver on a 5-gallon bucket to lift it into place while you set the first side bolts. It was kind of a pain in the ass when I did it yesterday. You also need a heavy duty torque wrench to set the bolts to spec.
