Yes, that seems common in the DC area and every dealer I talked to that does the below invoice pricing seems to charge a similar fee. Browns has it posted on their wall stating it isn't negotiable so they seem fixed on this fee. In my purchase I was accepting of it as the 5% below on a Jeep off their lot seemed acceptable, especially when buying from my local dealer and not driving anywhere to get it.

Criswell in Gaithersburg Maryland is doing 5% below with a $300 dealer fee. Best I could find in the area.
