It looks weird to me and I don't know what it does but maybe you hang ladders and shit off of it or something?

It appears to be pretty rugged. I weigh 250, and sat on both the front and back racks, and it was stable. I had a couple corners that were missing the finish from shipping, which I had to touch up. But for canoes and kayaks and ladders, it'll get a little scratched up anyhow.
