Not a Jeep, but what are these?

Ok, so not Jeep talk but saw these at the gas station this morning. I causally asked a driver what they were doing and he won’t tell me anything. I get that, but he was a real jerk about how he responded. So I took out my phone a took these pictures right in front of him and said I would ask the internet.

Anyways there were 5 of these Ford vans all with the exact same equipment on top (pic 1 has more in the background). Self driving vehicle test? Does not look at all like the google/apple maps vehicles I have seen in the past.

Hey, when I lived in AZ I would see 5-6 Chevy Volts with a similar setup and it drove me nuts because I could not figure out what they were. One day I asked a cop about it and he said they were self driving vehicles, but were mainly mapping streets and data for other self driving vehicles... or something to that effect. I got the impression they were more for mapping the streets and collecting data than for testing self driving vehicles.
