Paint and clear coat

I bought the knock off Mopar bumper and took it apart for painting. I scuffed it, not down to bare metal. My plan is to paint each section with a base coat and then reassembling completely with nuts and bolts and then put on additional coats of paint so the paint looks uniform. I also want to spray it with clear coat to minimize fading over time. If I spray the bumper with clear coat and take off a bolt will that break the clear coat enough to allow moisture to get underneath and cause the clear coat to peel?
