Rampage steps on OEM Mojave rock rails install question

A member (Elgius) posted about these last year and I bought them and I'm ready to install. I see where to tap the M8 threads and screw that bolt on, but I can't figure how (or where) the second hole goes for the through-bolt with nut. Any ideas? It seems like it would have to go through the top and bottom of the whole rail, but I don't think he did that.

You should have received 8 nut plates that go on top of your rails over existing slots.
Then you run the bolts through the steps, then the rails and into the nut plates.

The part number you listed shows flat steel plates (8) with nuts (2) welded to them. Along with bolts (16) and lock washers (16).

The instructions Rampage gives for installation shows the nut plates lining up with slots on the rails under and behind and the bolts going up through. They do not show an alternate mounting option.

You say someone else installed these, try sending them a DM and asking for a step by step.
