Either the VM (web server/host) issues out of resources, or the host server the VMs are running on....... that's my gut. Ran into similar in the past when a site I'm admin of ran out of resources due to another site misbehaving on that web host.
In any case, seems like they took it down - perhaps to troubleshoot or move the site to a different VM. Not sure how this is hosted, what it shares with but the Wrangler side and all sister sites, likely on the same host, were all having issues.
