Has anyone installed a rubber bulb type tailgate seal?
Seems snow likes to get in.

I've found snow in mine - got in between the tonneau end and the tailgate top. Not a tight fit, I can reach between and easily lift the end of the cover, it doesn't hit the tailgate hard at all, and not a lot of pressure on that seal on the end of the cover.

That is also where water drains out.

I'm talking at the top of the tailgate,
he (OP) must be talking about the bottom?

My Silverado sealed very well at the bottom - there were other water drains so the tailgate was sealed sides and bottom.

If I have a problem with our road dust and sand getting in the bottom, I will put a seal there like my Chevy had since there's really little chance of much water getting in beyond the snow at the top of the tailgate. A person could also leave a couple of narrow slits to allow drainage.

Mine comes in the bottom.
With the tailgate shut, you can see down between the bed and tailgate.

I'll have to keep an eye on it - I've had trucks like that and the dust and dirt that gets in there........ I may end up putting a seal in like you mention - my Silverado had such a seal.
