There are little dimples in the liner that roughly correspond to the holes in the bed. I used a step drill bit and opened the holes in the bedliner to abut 3/8" - 1/2". The triangular tie downs have a wide enough flange to cover the larger hole. I also took a piece of chalk and made marks on the side rail covers just to verify their (the threaded holes in the bed) locations.
Thanks!!!

I took moutainpass’s advice and ordered the supplies from Amazon. I was concerned about the damage to my unlined bed, so triple-dipped them in Flex Seal and used exterior Gorilla tape on the back of the plates. Turned out pretty good. I’ll remove them when I get the bed lined and put them back on after. They are going to be noisy!!!

Looks good, just remember that much of the strength in those mounting locations is created when they are bridged by a unifying structure (the rail). Individually they are going to be rather weak, so if you put a ratchet strap an them and dnug them a little too much, the bed is going to pucker and possibly pull the fastener out. Using something like a motorcycle tie down or bungees (that doesn't have a tensioning device) should be no problem at all
