Why isn’t the hitch higher up?

Can some one tell me why none of the after market builders haven’t built the hitch hole into the bumper? I understand that the license plate may get in the way but there are work arounds for that. Seems like building it into the bumper would improve departure angle as wouldn’t impact towing. What am I missing?

I was thinking about this as well.. It wouldnt be hard to move the hitch up, But the spare with oversized tires would be way below then. It seems to me that the tire would be the point of first contact & I dont think thats a good thing either.
