Foam sealant or sound deadener blocking front drain holes on rocker pinchwelds

I was looking under running boards by front brackets and the drain holes are filled with foam ?? Any ideas why , this is ? Doesn’t seem right ? Was in the auto body businesses for over 25 years before retiring. Don’t need water backing up inside panel ? Same on both sides. Looked at dealer and 2022 seem to be like this.

As far as I know the drain holes are under the floor mats. If they're all like that then that's how its supposed to be.

All the drain holes that look the same going towards the back every few feet are wide open ? I’ve seen this create water leaks and rust through in many vehicles in the past that’s why I am concerned .
