Yes, the fabric is over the the slats. The materials are similar but not the same but close enough. The top is more of a twill where the cover material is more nylon.
The shop that installed my lift did a front end alignment. It is recommend that you have one after a suspension modification. Change of tire or wheels not as critical.
Based on the tire and wheel compo I think this JT was modified by South Florida Jeeps and that is one of there hoods. May or may not have an engine swap.
