There are kits on Amazon that allow you to easily tap into an existing fuse. I tapped into the fuse for the cigarette lighter port (since it only has power when the ignition is on), and then I ran that out the hood via the cowl, and up the passenger side A-pillar - no cutting or drilling required.
Anyone's guess is as good as mine, but I'd wager they use special colors as an incentive to goose sales during slower times. So, end of model year, just before an anticipate refresh, etc.
