I would say that there's some quality check issues. The boogered up holes and the end damage should have been caught before ever going to powder coating; it should have been caught again coming back from powder, and the damage should have been noticed when things were packaged for shipping...

I have a JT Rubicon, so I'd take the cash. If I take the truck I have to pay the tax on it to register it out of my pocket at least with the cash I could pay the tax out of the winnings.
