Hmm not sure. When I turn my high beams on, the light pattern raises up like it should.
Take a look and make sure the wire coming out of the bulb is facing down to the 6 o'clock position.
Yes, I believe the instructions for the H13 said to make sure the LED's face the 3 o'clock and 9 o'clock positions. So once you lock the bulb into the headlight housing, you need to rotate the back of the bulb (which will rotate the LED's) so the wiring is facing the 6 o'clock position. That...
The front of the fog LED had 2 or 3 small LED's that shine out thru the front of the bulb. So I cut a piece of black electrical tape and covered the front part of the bulb so those LED's won't shine straight at oncoming traffic. I'll get a pic later and post it up so you can see what I did.

On the fogs, I did cover the front portion of the bulb so the light wouldn't shine straight out of the front of the bulb. I thought it was too bright with the front of the bulb not covered. Covering the front of the bulb made it a big difference in softening up the light beam.

SUPER EASY on the Rubicon. There's one small bolt to remove (I think it was 5/16) at the front of the fender liner, then just pull the liner down and you can reach inside and twist the bulb holder out. You access both the blinker bulb and DRL bulb from there.
