I haven't seen that on my JT, but my TJ would do this all the time. I used to have to listen for it to be almost full and stop the pump. Got to the point where the local attendant would let me pump my own gas in NJ.
My around town, i would say 50/50 highway/local gets me about 16-16.5 MPG. All highway depends on the terrain, going up the NY State Thruway, 17, up/down the NJ Turnpike/Parkway, 20 MPG all day long.
