There is only one skid plate that fits the steel bumper, but there are 2 steel skid plates.
I'm not in a spot to do a bunch of research but the number for the correct plate is earlier in this thread.

These deals almost always come down to the dealership experience.
Some brands put alot of emphasis on service departments because they know they will make or break the brand.
Some brands like FCA and Hyundai give lip service to it, but you will frequently get into an "earn while you learn"...
Those look to be the forward mounts for the skid plate that is supplied with the PPOS yes.
If you are going to install the correct skid plate for the steel bumper, those mounts will not be needed.

For the skid plate to be functional, you will need the rear mounts, which came installed with your factory skid, and the 2 bolts that connect it to the skid plate.
You can install without it, but in the event you ever actually need it, it will fold up like a Chinese lawn chair at a Weight...
The filler panel for the steel bumper is a different piece than the filler panel for the PPOS. If you are going to mount a winch, don't waste any time or money on filler panels because none of them will work with a winch.
@natepdx is correct, it is missing the back brackets that they re-used on your steel bumper, the hardware for the same and the plastic push rivets for the filler panel.
This is largely a matter of perspective in this case I think. Your Gladiator is a quantum leap forward from that '86 in every aspect and same is true of the Mustang with the exception of raw power (unless it is a restomod then only a smaller quantum leap).
