The parts come treated, but not painted. It's up to the body shop to do the proper prep and painting so the new parts don't corrode like the original parts.
If they are not replacing the door hinges, I would recommend buying a new set yourself if the dealer agrees to use them instead of the old ones. It would be ashamed if after all that work an old hinge fails out of warranty.

My dealer was good about corrosion repair and while they repaired similar hood hinge flaking under the 3 year warranty on my JL, they denied the same paint flaking repair under the 5 year warranty for my JT since it wasn't corrosion related.

I can't explain all those voltages, but it looks like the N3 fuse is blown. The N4 terminal is rarely used, you can move the N3 wire to the N4 terminal (also a 150A fuse) to see if that resolves the issue.
11/2019 builds aren't any better, mine (also a an 11/2019 build) had the passenger intake cam replaced due to a misc misfire and the related TSB with less than 10k miles.
After having the doors and tailgate previously replaced under warranty, the day before the warranty expired the hood was approved for replacement from a single small bubble forming under the paint.

Other issues unrelated to ESS can cause the system to disable ESS and turn on the dash error light. Have you hooked up a scanner tool to look for any trouble codes yet?
