Absolutely. If Jeep could let you turn it off permanently then they'd have to re-rate the fuel economy and emissions numbers. And FCA desperately needs every fraction of an MPG they can get.

I'm not talking about a gauge that's reading less than what's there. I'm talking about a gauge that, for an extended time, registered no fuel. That tells me the float is either sticking or there's a communication problem (both of which are situations I expect can get worse over time).
No, this isn't normal. I've never had another vehicle, Jeep or not, fail to recognize there was fuel in the tank for 20 minutes as I was driving up and down hill. Either the float was stuck or the system wasn't getting the reading from the sending unit.
Twice my Gladiator has decided it has no (or very little) gas. In each case, I was around 1/4 of a tank. Only after several miles did it read the correct level. Obviously it's some sort of glitch and will likely only get worse with time.
If you aren't getting help from Jeep, put some pressure on them. File a complaint with NHTSA. Mention the TSB and the parts not available. This could easily turn into a recall with enough pressure. And FCA has been in trouble before for providing parts to build new vehicles but not for recalls...

FCA treats dealers poorly (reducing pay on warranty work vs. customer paid work where they legally can). FCA sources cheap parts even on expensive vehicles which kicks the problem to the dealer from the manufacturer.
Then the dealer treats the customer poorly and we wonder why.

Look over the paperwork. Many work orders have an option to check if you want your old parts back. If you signed a work order that says you didn't want the old parts back, it will be harder to make your case that you are entitled to them.
