Yeah you have a front and rear driveshaft. I’m not too familiar but the front might spin while in 2WD. So probably best to check both. Driveshafts or wheels/hubs is where i'd be looking.
Kinda hard to tell because it’s dirty/wet but I’m gonna go with metal. Different texture (no dots like seen in OPs which are similar to the dots seen on the fender flares).

Looks like a plastic bumper when i compare it to my steel version.

I run 25 in my 35x12.5 rears all the time, 27 up front. Going off the chalk test i could probably drop a couple more PSI and be fine BUT I'm on stock rims so I'm leaving it right there.
I’ve got 10k ish on my 35” BB ATs. They’re smooth and quiet and are wearing perfectly.
How many miles are on your jeep? Maybe you have worn suspension components.
I had some rigid 2” hyperspot cubes and some cheap harbor freight 2” flood lights on it. No noise that I could tell was from the mount or lights but the jeep isn’t that quiet so…. Definitely no whistling though.
Got a chance to modify the plate holder. It looks much better now. Just don’t look too close because I left some tool marks haha

Getting the fair leads mounted problem has been solved. Nutserts! I drilled the fairlead mount holes a hair bigger and set some M12 nutserts into them. Now I can remove/repkace/modify my license plate holder without having to pull the bumper and fairlead mount off. Still need to modify the plate...
