Having owned a few Tacoma's in my years of driving, I do not know anything about the 4-Runner. With that said, I would consider the Land Cruiser over the 4-Runner.

Sarge Green. Adding a dash cam will net almost the same result as the trail cam, but better field of view.
My concern would be the state you currently live in and what the future holds for diesel engines. Who knows, next year they may tell you to scrap it or leave the state.
