The dealer ordering system letting you know what is available. I'm not sure what causes this but some vehicles have DSA included with max tow and others are a separate option that was added. You can find Max tow without DSA as well

I am able to configure vehicles with both DSA Anti-Spin Differential Rear Axle and AJQ Max Tow Package w/ 4.10 Axle Ratio
Also if you try to order AEK 8.4" Radio and Premium Audio Group it requires one of the following options AEH Popular Equipment Package or AAN - Technology Group
The jeep builder website is not correct. As of this posting dealers can still place orders for Sport with Max Tow.
The first Max Tow on base sport that we ordered was placed December 2019

Yes can confirm that. If you find a Launch Edition at a dealer it should have a name on the sticker unless it's been removed by the dealer since those were all initially 'sold' to customers

Scheduled means that they have assigned a VIN to the order and that it has a build date assigned. Checking in on it is up to you I usually suggest once a week
