Is it possible for an Oxygen Sensor to get voltage and fluctuate voltage as designed but still have the heater element fail?

In theory yes, but I would expect a CEL with a failed O2 Sensor heater control code posting.

Edit: I would also add that I am not 100% certain on Jeep/Chrysler vehicles, but I know some vehicle will shut down the PCM sending and receiving signals from a failed heater sensor and internally substitute values within the PCM for that sensor. Either way, there should still be a CEL and code set.

If its a downstream O2 you'll get several codes with the CEL. I call look up the ones I got later
