Aftermarket lights pulsing

So, I know about and understand why aftermarket LEDs flicker. This is why I went with KC Apollo series halogen lights to replace my factory halogen fogs that went into the dumpster with the factory front bumper.
Here’s where it gets weird. I have 13.8 volts at the factory harness. Cool.
When I hit the factory fog light switch, the KCs come on. Also cool.
2 seconds on, then off for about 5. On, then off etc. For a total of 3 or 4 pulses then dead. In this state the harness now shows 0 volts even though the switch is engaged.

Any thoughts on this sorcery?

The factory fog wiring goes through the CANBUS, even though you went halogen to halogen the amps are different. The CANBUS is searching for the factory draw and when it doesn't find it, it shuts down.
