I have seen steel panels that had the paint peel off leaving behind the dull grey etched metal. I have a VW and a Ford in my junkyard like that now.
If the metal gets treated properly followed with a good primer coat. Rust or bubbling shouldn't be a problem. I believe the issue is a quality control problem.
We've seen quality control issues with transmission parts that are not rinsed off properly causing contamination. It's so easy to speed up the manufacturing process and pass the defects on hoping they go unnoticed.
