Close Out cover base replacement

Does anyone know what tool is required to remove/replace this? I accidentally broke the closeout cover behind driver side passenger seat. The cover has been discontinued and now you must replace the cover base so that the new cover will fit. These connect base to the hard top.

It appears to be the reverse side of a ribbit. If it is, I’ll have to remove the top and drill them out. In that case I’ll until the next time I take the top off in spring.
