Drain hole under driver side door filled with spray foam

Jeep Gladiator 2023
While installing step rails on my jeep gladiator 2023. I noticed what appears to be some type of spray foam material filled in the driver side drain hole underneath the driver side door. The area appears to be pretty clean and not damaged. Curious if anyone knows why the factory does this. Should mention this vehicle was purchased new. (Photo below)

My 2022 has the same. Not sure exactly what it is but guessing it's some type of sound deadening?

That's what caused my door corrosion the weep hole was never opened and the door blistered and caused door and paint failure very possible it was done for sound control what did you say I'm going 30mph ?

Most vehicle doors have a inside crash protection stiffener sandwich between the body panel and the window track. They will usually put spray foam between the stiffener and the body panel and I bet that is spray foam residue that dropped.
