I’m no materials expert. I get the benefits of keeping weight down but wouldn’t an aluminum bumper be self-defeating when you consider the purpose of a bumper?
We understand your concerns, so we made some compromises in materials.
We used 9-gauge (5/32 in) steel plate for the winch stand and D-ring base and opted for lighter-weight aluminum for the rest.
Just like the steel fender liners we produced before often encountered rust problems, so we replaced them with aluminum products. We can't solve all the problems, we can only provide more choices for everyone, and the decision is in the hands of consumers.

not particularly. Aluminum built the same way as steel and thickness is absolutely useless. It must be designed/built differently. Generally aluminum versions of usually steel components will be almost twice as thick in material and have more bracing. Even then, will it hold up to the impact resistance of an equally built steel bumper? No. But you don't necessarily need or want it to. In reference to your stock plastic bumper or even mopar stamp steel. It offers far more protection. Also aluminum bumpers are rarely fully constructed out of aluminum. A lot use a steel frame or winch plate. Combining in a two part system like this, you get the rigidity and strength of steel but saved a good chunk of weight. But there in still lies impact rating. personally i want a bit of crumple to hedge my bets on possibly tweaking my frame. Aluminum will give well before steel and hopefully in getting mess up its sacrifice saves me frame damage. and the winch plate keeps everything tied and braced. A full steel bumper on the other hand, any impact over a certain amount of force is immediate frame damage. As most steel bumpers have no designed crumple zone so your frame crumple zone is the weakest link. Its not an exact science or guarantee to prove which is better. But more of what use case pertains to you and what you want your weakest link to be.
