Max-Modular Brackets for Thule Gutter Foot Mount and Factory Rolltop Tourneau Cover

Any thoughts whether these brackets from Max-Modular (the lower half that exits the bed rail vertically) could be used to mount a solid plate that would act like the roof gutters? If so, I think that opens up a variety of off the shelf Thule equipment to work with a roll top tonneau cover. Overall, I think it would work and just needs to be wider, which could just be a flat plate with drilled and countersunk aluminum plate.
